3. Special arrangements will be made to increase access to education.
Under this policy, the following strategies will be:
♦ Intensive literacy program based on demand ♦ Priority will be given to women in non-formal education. ♦ Volunteers and helpful people will be mobilized. ♦ Equivalent programs will be run through open schools and open universities. ♦ Various agencies will be given permission and support to run open schools, vocational schools and vocational schools under the non-formal education program. ♦ Training material will be developed for volunteers and helpers. ♦ Life useful and professional training will be conducted. ♦ Awareness programs will be conducted under oral literacy program. ♦ Equivalent education will be provided through informal mode through formal education program. ♦ Employing organizations/individuals will be encouraged to provide non-formal education according to the level of their workers. ♦ Children, youth, Dalits, women, religious groups, castes, special castes and child laborers living in remote and urban slums will be involved in informal education programs in various ways depending on the nature of the work. ♦ All associations and media will be mobilized. ♦ Appropriate curriculum, teachers and supporting workers will be prepared to increase the access to education of backward communities from social, economic and educational point of view. ♦ Economically disadvantaged participants will be made literate and included in the income generation group.
Strategy
The following strategies will be implemented to implement the above policies and strategies:
♦ Make a village-city education plan by conducting a survey through the community mobilization program. ♦ Organizations conducting non-formal education programs should also identify the target person within the family and decide the programs in such a way as to suit them. ♦ Arranging literacy programs for small groups. ♦ Train volunteers to serve people living in different corners and group subgroupsAnd mobilized. ♦ Expansion of adult/female literacy, oral literacy programs, alternative schools, open schools and open universities in target areas. ♦ Develop and implement short term programs and packages. ♦ Conducting programs according to the schedule of non-formal education learners. ♦ Targeting programs in geographical areas where literacy is low. ♦ To target the program in the low literacy classes. ♦ Targeting programs at children in special situations such as: victims of conflict and child labour.
